London probably has the ideal climate for a woman looking to go braless. It is cool enough outside to ensure that her nips will constantly be hard, but not so cold that she will risk getting frostbite on them. I assume that is important to any braless woman, that her nips remain hard, because why else would she not be wearing a bra. It is like a punk putting metal spikes in his jacket. He does it because he wants people to look. He does not go through all of the trouble putting them in to then cover them with Styrofoam.

The weather would act as a good assistant in that instance. For a woman wanting her nips to stay hard in Arizona would mean she needs to rub them constantly. That would not only be exhausting, but it would also lead to some dangerous chaffing. Chaffing could lead to infection. Infection could lead to amputation. The average person has no idea how many ways they can lose a nipple. If they did then they would not be so flippant with their treatment. They would keep their nips guarded like the delicate fruits that they are.
